The City of Council Bluffs Public Works and Community Development Departments are partnering with the Pottawattamie County Office of Planning and Development to commission a Land Use Study. The study will provide a high-level evaluation and comparison of potential future land uses and utility extensions.  The study will identify and compare subareas for future city growth and associated outcomes in terms of general costs such as infrastructure extensions and future land use such as dwelling units, commercial square footage, and industrial acres.  The study will consider factors such as:

  • Infrastructure extensions (sanitary sewer and water), general sizing (based on general future land use assumptions), and associated approximate costs
  • Drainage basins/ridgelines
  • Undeveloped land that could be serviced by such extensions exclusive of “unbuildable conditions” such as, but not limited to:
    • Existing ROW
    • Existing development or government/utility-owned lands
    • Creeks, floodways, floodplains, levees, and wetlands
    • Steep slopes
    • Other “natural features” such as forests
    • Existing and committed paved road network
    • Existing development
Based on the subarea analysis, the study will make recommendations on identifying priority areas for the most efficient growth for the City of Council Bluffs and where rural subdivisions would be most appropriate in the County’s jurisdiction.  The final report will also include policy recommendations for the City and County to consider that would facilitate efficient implementation.  The Land Use Study will be utilized to guide the City and County to enact or amend policies, agreements, comprehensive plans, and/or ordinances.  The study area includes land both within the City of Council Bluffs and generally within a three-mile radius of the City of Council Bluffs, more specifically described in Exhibit A.

RFP Due: December 2, 2019 by 5:00 p.m. (CST)

Proposals shall be submitted in sealed packages, clearly marked with the firm’s name and “Council Bluffs Land Use Study” as the project name. Proposals shall include an electronic file in .pdf format and five (5) paper copies, and shall not exceed 30 pages. Proposals can be mailed or hand delivered to the addresses below:
