"I can personally attest to the Iowa project’s worthiness for national recognition. This project accomplished what should have been an impossibility: getting 3 railroads and the IDOT to agree and implement major track changes. This effort included transferring ownership of dozens of parcels between the city, the state, and the 3 railroads; abandoning old track and constructing new. The end result was improved efficiency for the railroads, reduced interstate construction costs, and for the city of Council Bluffs; fewer crossings and consolidation of some tracks into a single corridor."
