Council Bluffs Special Transit Service STS

Council Bluffs Special Transit Service (STS) provides curb-to-curb service for individuals unable to use the city bus due to a disability. The service is available to all eligible residents within Council Bluffs' city limits. Approximately 0.5 percent of the population within the city limits is registered for STS and approximately 1400 passengers ride the buses each month. The service is certified as compliant with ADA (Americans with Disabilities Act) regulations and in conformance with the FTA (Federal Transportation Act) regulations. Council Bluffs Special Transit Service is committed to providing services without regard to race, color, national origin, sex or disability. 

To register for the service, a resident must complete an application which requires certification from a physician that verifies the type of disability. The application can be obtained by calling the Public Works Department at (712) 890-5296 or by downloading the .pdf application below.

Council Bluffs STS provides eligible individuals transportation within the city limits of Council Bluffs and a limited area of Omaha, Nebraska. The hours of operation for the service are Monday-Friday 5:15 am to 11:30 pm and Saturday 6:45 am to 8:45 pm.

The fare for each one-way ticket is $2.50. The fare must be paid at the time of travel in cash or by ticket. Booklets of 10 tickets are available for $25.00 at the City Treasurer's Office in City Hall or may be purchased by mail with an additional return postage fee. 

Currently the city owns four buses to provide this service. The buses are easily identifiable by the orange STS and City of Council Bluffs lettering along the sides and rear of the vehicles. The buses are purchased cooperatively with the Iowa Department of Transportation and the Metro Area Transit Agency and are funded 80% by federal dollars.
