The City of Council Bluffs has a new Housing Development Program with the goal of creating 1,300 new homes over the next decade. The program is city-wide with specific priority areas, including East Manawa, First Ave, River's Edge, and Dodge Park.
Iowa West Foundation is committing $4 million to the Housing Development Program, and the City is using $2 million of its ARPA funding. To extend the ten-year program, the City will reinvest uncommitted dollars generated from the program (e.g., lot sales).
The City will use funds to cover costs associated with:
Early architectural/ engineering
Multi-family developer incentives
Missing-middle developer incentives
The maximum per-unit grant is $30,000 for multi-family housing and $75,000 for single-family "missing middle" homes. The total maximum award per project is $2,000,000.
To supplement these dollars, the City will continue its current programs, such as the HOME Investment Partnership Program, Community Development Block Grant (CDBG), tax increment financing, and tax exemptions. These will be evaluated independently and may impact the total maximum award.
