Department Policies


The men and women of the Council Bluffs Police Department (CBPD) are entrusted with the sacred duty to protect the lives, rights, property, and wellbeing of all persons in our jurisdiction. We are also guided by the mission of the CBPD.

We, the members of the CBPD, working with all people, are committed to providing quality and professional police service that promotes a safe and secure community, while affording dignity and respect to every individual. We are committed to creating and maintaining active police/community partnerships and assisting citizens in identifying and solving problems to improve the quality of life in their neighborhoods. The Department recognizes that its employees are a vital component to the successful delivery of police services and will work to achieve our highest potential by actively involving our employees in neighborhood and/or community problem solving and improving these services.

The CBPD Policy Manual provides a framework for how we deliver public safety services. It is critical all members of the CBPD are not just aware of all the policies in this manual, but also contribute to their evolution and improvement. Furthermore, a strong understanding of the CBPD Policy Manual supports officers and employees in their everyday operations and decision making.

By endorsing and approving this manual, I strongly encourage you to use it as a resource and guiding light in your work. I have found it helpful to employ a simple decision-making model when confronted with issues which require swift action:

1. What does the law say?

2. What does the CBPD Policy Manual say?

3. What is the right thing to do?

4. Decide and act.

Actions consistent with correct responses to these questions are entitled to support by the CBPD. I respectfully task all members of the CBPD to consistently use, review, and contribute to the improvement of the CBPD Policy Manual.
