Overview
Neighborhood Watch is a program offered by the PAR Unit. Neighborhood Watch was designed as a burglary prevention measure to encourage neighbors to communicate with each other, watch each other's properties and pass along suspicious activity to the policy. The groups are educated in crime prevention. Neighborhood Watch does not require citizens to patrol their neighborhoods or make arrests.

Watch Groups
The Council Bluffs Police Department would like the watch groups to be based on positive things. The primary purpose would be to bring a sense of neighborhood back to the community by:
- Developing a neighborhood where people care about each other and will help each other
- Getting to know your neighbors
- Establishing a sense of belonging
Other Responsibilities
The watch group would work with the Police Department to identify problems within the neighborhood and develop solutions for those problems. The department's role in this it to help start the group and meet with the group to hear about what the people who live in the neighborhood think the problems are.
