COVID-19 Grants (CDBG-CV)

The City of Council Bluffs has received Community Development Block Grant COVID-19 (CDBG-CV) funds to provide assistance to local residents and businesses to ensure sustainability during the COVID-19 pandemic. Direct Financial Assistance is available to residents who have lost income as a direct result of COVID-19. Business Assistance provides grants to businesses who have lost revenue due to COVID-19. Direct Financial Assistance

CDBG-CV provides funding to pay an eligible resident’s mortgage, rent, and/or utilities (water, electrical, and natural gas only.)

Through CDBG-CV, residents that qualify can receive assistance for a maximum of three months or up to $5,000. Assistance will be evaluated based on need and available on a first-come, first-serve basis. Residents must meet the income qualifications, utilizing HUD standards, as listed below. 

To be eligible, a person must:

  • Live in the Council Bluffs city limits 
  • Be a lawful permanent resident
  • Meet the income qualifications (below)
  • Show a change in income (loss of job or reduction in hours) due to COVID-19
  • Submit a CDBG-CV Application for Individual Assistance

Income Guidelines

To be eligible for CDBG-CV funding, applicants must have an adjusted gross income not to exceed 80% Median Family Income (MFI) as established by the US Department of Housing and Urban Development (HUD) as listed below:

  • 1 Person $48,750 
  • 2 Person $55,700 
  • 3 Person $62,650 
  • 4 Person $69,600 
  • 5 Person $75,200 
  • 6 Person $80,750 
  • 7 Person $86,350 
  • 8 Person $91,900

Business Assistance

The Community Development Block Grant-COVID (CDBG-CV) Business Assistance provides grants to businesses for short-term working capital, rent, utilities, payroll, or inventory. Duplication of funds from another Federal or State source for the same use is not permitted unless those funds have been exhausted. The minimum assistance amount granted is $2,000 and the maximum is $10,000.

To be eligible, a small business must:

  • Operate their business within the Council Bluffs city limits, and 
  • Employ legal residents of the United States, and
  • Be in operation, even if working remotely due to COVID-19, and
  • Owner/employees must meet the US Department of Housing and Urban Development (HUD) income qualifications, and
  • Provide proof of at least 10% lost revenue due to COVID-19, and
  • Must employ no more than the equivalent of 15 full-time payroll employees, and
  • Meet the $30,000 Asset Quality Test, and
  • Complete the Business Assistance Application and submit all required documents

Asset Quality Test: The business cannot have more than $30,000 in the business checking or savings (after subtracting any payables due). To show this, please provide a year to date profit and loss statement and a current balance sheet (no older than 30 days). If this is not possible, a current bank statement may be acceptable. However, a profit and loss and balance sheet will provide more precise information. Applicants must show expenses and revenue as a stand-alone entity, separated from personal expenses.

Duplication of funds from another Federal or State source for the same use is not permitted unless those funds have been exhausted. If the applicant has utilized (or has applied for) State or Federal assistance programs, it will need to be self-reported. Please provide documentation showing the funds were exhausted or being used for other purposes. Common funding programs include PPP, EIDL, Unemployment, Iowa Relief Grants, TSB Grant, IRS Incentive Check.

CDBG-CV is a first-come, first-serve process. Complete applications will be evaluated for eligibility and reviewed every two weeks.
