Garbage and Recycling Collection

Waste Connections is contracted by the City of Council Bluffs to provide the following services to residents:

  • Weekly garbage and yard waste collection
  • Bi-weekly single-stream recycling collection  
  • Seasonal yard waste collection (April 15 - May 31 and October 15 - November 30)
  • Two appliance collections per year 
  • Two bulky waste collections per year
  • Special collection for the disabled

Curbside Holiday Collection Schedule

Curbside collection will not occur on the following holidays. The collection will be one day late after the holiday, with the Friday collection taking place on Saturday. If the holiday falls on a Saturday or Sunday, curbside collection is not impacted.

Solid Waste Billing Schedule

Collection services begin by contacting the Treasurer's Office at 712-890-5316 or [email protected]. Notification must be made of any account changes, start or stop of service, ownership change, or new construction. Carts are delivered to new construction after service is requested. There is no fee for carts for new construction.

Solid Waste billing occurs quarterly, with bills due February 15, May 15, August 15, and November 15 each year. A $20 fee is assessed for late payments. Unpaid fees (60 days late) are considered delinquent. Delinquent accounts are subject to a lien against the property through the Pottawattamie County Assessor's Office. Delinquent accounts that are the responsibility of the tenant are subject to a municipal citation and fines of $750 plus surcharge and court costs.

Waste Connections is hosting a drop-off recycling event for your old garbage and recycling containers. If you wish to recycle your old garbage and recycling containers, you can drop them off in the north parking lot of Mid-America Center between 8 a.m. and 4 p.m. the week of July 10 - 16, 2023.

If you can not drop them off for recycling, you can set empty containers on the curb with your trash during the weeks of August 7 - 18, 2023. Mark it with the "TAKE ME" tag included in the welcome packet with your new carts, and Waste Connections will take the container on your regular collection day. Please note: containers picked up at your curb will be taken to the landfill.
