Key Development Areas in Council Bluffs

Commercial and Residential

1st Ave Corridor: Approximately 20 acres of city-owned land are available for site-ready development. This prime location offers direct access to the 1st Avenue Trail and the future streetcar line connecting Council Bluffs to Omaha.

Dodge Park Golf Course: The 146-acre city-owned golf course across the Missouri River from Downtown Omaha is designated as a priority project by the Urban Core Committee. This initiative is in its early stages and underscores Council Bluffs' potential to address metropolitan housing demands.

Residential

East Manawa: This proposed development spans 93 acres and is primarily for residential housing across various income levels. The conceptual plan outlines the development's roadmap and construction phasing, divided into five areas for conceptual layout. Developers will finalize individual area layouts, potentially incorporating diverse housing types.

River's Edge: This features site-ready land with only two lots remaining. It includes 193 multi-family apartments (with plans for an additional 193 units by 2026), a 270-stall parking garage, an office building, two restaurants, and direct access to Tom Hanafan River's Edge Park, Bob Kerrey Pedestrian Bridge, and the future MidAmerican Adventure Tower.

Surplus City Property: The City of Council Bluffs acquires property through various methods such as donation, acquisition, foreclosure, or dedication. Surplus properties, categorized as "surplus buildable," may be available for purchase and open for construction within zoning regulations.
