The City of Council Bluffs has a Mayor-Council Form of Government. The City Charter grants all legislative and other powers exercisable under the Code of Iowa by the City of Council Bluffs and not given to the Mayor shall be vested in the City Council; the City Council shall provide for the exercise of its powers and for the performance of all duties and obligations imposed on the City by law. The City Council consists of 5 members elected at large for terms of four years each. Any candidate for the office of City Council shall at the time of filing for candidacy be an eligible elector and resident of the City. The City Council appoints the City Clerk and City Attorney.
