The City of Council Bluffs employs more than 450 full and part time employees in over 100 job classifications divided within four union and three non-union employee groups. The majority of these employees are hired through a state mandated Civil Service process with oversight provided by the Council Bluffs Civil Service Commission, a panel of three Council Bluffs citizens appointed by the mayor.

The Human Resources Department's mission is to provide a framework of centralized procedures and processes for recruiting, selecting, developing, compensating, and retaining city employees that is consistent with local, state and federal laws, as well as the principles of current human resource management. By doing this, each city department is better able to focus on providing direct services to our citizens in the most effective manner possible.

Look Here!Governor Culver signs legislation to offer broader insurance benefits to adult children

Effective July 1st, a new law goes into effect that permits unmarried adult children to remain on their parent's health care insurance up to age 25 regardless of their full-time student status. Previously, these children were not eligible to remain on our insurance after the age of 19 if they were no longer in school. Our plan will continue to allow adult children to stay on their parent's policy after the age of 25 as long as they are unmarried and a full-time student.
