Human Resources DepartmentThe City of Council Bluffs employs more than 450 full and part time employees in over 100 job classifications divided within four union and three non-union employee groups. The majority of these employees are hired through a state mandated Civil Service process with oversight provided by the Council Bluffs Civil Service Commission, a panel of three Council Bluffs citizens appointed by the mayor. The Human Resources Department's mission is to provide a framework of centralized procedures and processes for recruiting, selecting, developing, compensating, and retaining City employees that is consistent with local, state and federal laws, as well as the principles of current human resource management. By doing this, each City department is better able to focus on providing direct services to our citizens in the most effective manner possible. Changes to IPERSMajor changes have been made to the IPERS benefit program that affects over 1/2 of the City employees. We are providing an instructional Power Point presentation about these changes.
