Human Resources Department

The City of Council Bluffs employs more than 450 full and part time employees in over 100 job classifications divided within four union and three non-union employee groups. The majority of these employees are hired through a state mandated Civil Service process with oversight provided by the Council Bluffs Civil Service Commission, a panel of three Council Bluffs citizens appointed by the mayor.

The Human Resources Department's mission is to provide a framework of centralized procedures and processes for recruiting, selecting, developing, compensating, and retaining City employees that is consistent with local, state and federal laws, as well as the principles of current human resource management. By doing this, each City department is better able to focus on providing direct services to our citizens in the most effective manner possible.

Beginning July 1st, vision benefits for non-union, Clerical Technical and AFSCME employees will no longer be paid by the AVESIS plan. Vision benefits will be paid out of a self-funded account administered by EBS.
