Council Bluffs Special Transit Service STS
Council Bluffs Special Transit Service (STS) provides curb-to-curb demand response service for individuals unable to use MAT's fixed route service, because of a disability. The service is available to all eligible residents within Council Bluff's city limits. Approximately 2 percent of the population within the city limits is registered for STS and approximately 1600 passengers ride the buses each month. The service is certified as compliant with ADA (Americans with Disabilities Act) regulations and in conformance with the FTA (Federal Transportation Act) regulations.  Council Bluffs Special Transit Service is committed to providing services without regard to race, color, national origin, sex or disability.  Comparable paratransit is offered in place of fixed route service to persons who are certified transit disabled.

To register for the service a resident must complete an application which requires certification from a physician that verifies the type of disability. The application can be obtained by calling the Public Works Department at 328-4634, or by downloading the .pdf application below.
