Finance Department

The Finance Department provides centralized financial services and controls necessary for maintaining the financial integrity of the municipal government of Council Bluffs. The department applies professional accounting practices to functions that include budget preparation and administration, payroll, accounts payables and receivables, revenue collection, management of investments, debt management, internal auditing, purchasing, and risk management.

Policies and procedures are crafted to comply with federal and state regulations, as well as to provide these services in an efficient, accurate, and timely manner. The Finance Director serves as the primary advisor to the Mayor and City Council on financial matters through recommendations and financial reporting.
